The greatest of Dr. Gero's creations, manufactured using DNA from all the great fighters (i.e., Goku, Piccolo, Vegeta.. you get the idea. He begins in an imperfect form and then absorbs Androids 17 and 18 to fully transform. Gohan gets him in the end.
