Android 17 is a creation of Dr. Gero. He and Android 18 kill Gero after they tire of listening to him issue orders. They then take on Goku, Gohan and the rest of the Z-Fighters until Cell appears and they realize that they were intended to be absorbed by Cell to form the perfect Android - Cell succeeds in ending Android 17's life.
