Mimiko is a "compromiser" who works for the Order Coffin Company, the organization who built the Special Zone and are responsible for keeping peace between the humans and the vampires. And that's Mimiko's job - to mediate disputes between humans and vampires. After Jiro and Kotaro create a scene by washing ashore on a public beach, Mimiko whisks them away and tries to help them get to the Special Zone.
