Q.  What does the dragon do?

A.  The dragon is summoned when the seven dragon balls are brought together.  He can grant up to three wishes (depending on whether its Shenron the Earth Dragon or Puronga the Namek Dragon).  While there are a few restrictions, these wishes can be almost anything, including bringing someone back to life!  Once the wish (or wishes) have been granted, the Dragon Balls turn to stone and are scattered around the world.  There they must remain for one year (130 days for the Namek dragon balls).  They can then be gathered up for a whole new set of wishes.
